京沪孕产妇健康信息发布及时程度

Publishing timeliness of information on maternal health in Beijing and Shanghai

      目的  分析京沪两地发布孕产妇健康信息的及时程度,探索量化比较孕产妇健康信息发布及时程度的可行性。
      方法  系统收集涉及京沪两地关于妇女保健需要的公开信息报告和研究文献,量化计算及时性程度;运用Spearman相关、线性回归分析及时程度与孕产妇死亡率之间的关系。
      结果  2017年京沪两地政府、专业机构和研究机构最早发布信息的及时程度分别为76.8 % 和80.3 %,信息发布更新及时程度均为83.3 %;北京发布孕产妇健康信息的总体及时程度由2000年49.5 % 上升至2017年的80.1 %,上海由2000年的74.2 % 上升至2017年的81.8 %;两地发布孕产妇健康信息的总体及时程度与孕产妇死亡率(8.17/10万 vs 1.01/10万)呈明显负相关(相关系数分别为– 0.530、– 0.599,P < 0.05),对孕产妇死亡率变化的解释程度分别为27.6 % 和38.7 %。
      结论  京沪两地发布孕产妇健康信息的及时程度逐步提升,专业机构应形成规范的信息发布机制,进一步提高发布健康信息的及时性;量化一个国家(地区)发布孕产妇健康信息的及时程度是科学可行的,该方法可推广应用于其他地区和其他公共卫生领域。

     

    Abstract:
      Objective  To analyze the timeliness for the release of maternal health information in Beijing and Shanghai and to explore the feasibility of quantifying publishing timeliness of maternal health information.
      Methods  We systematically collected all reports and research literatures on health care needs of the women in Beijing and Shanghai published by governmental agencies and professional institutions and quantitatively assessed the timeliness of the information publishing based on the gap between the time of drawing an attention by World Health Organization and the time of publishing information firstly to a specific maternal health issue. We adopted Spearman correlation and linear regression analysis to evaluate the relationship between the information publishing timeliness and maternal mortality.
      Results  The ratio of the maternal health information published timely by governmental agencies and professional institutions in Beijing and Shanghai were 76.8% and 80.3% in 2017 and 83.3% of the published information were updated timely. From 2000 to 2017, the overall timeliness ratio increased from 49.5% to 80.1% for the published healthcare information on the pregnant women in Beijing and from 74.2% to 81.8% for the published information on the pregnant women in Shanghai. The overall timeliness ratio for published information on health care of the pregnant women in Beijing and Shanghai was significantly correlated inversely with the maternal mortality of the women in the two cities, with the correlation coefficients of – 0.530 and – 0.599 (both P < 0.05) and 27.6% and 38.7% of the variation in the maternal mortality could be interpretated by the variation in the overall timeliness ratio for the two cities.
      Conclusion  The timeliness for the release of maternal health information by governmental agencies and professional institutions in Beijing and Shanghai gradually increased during the period from 2000 to 2017 but the timeliness still needs to be improved. The method for quantitative evaluation on publishing timeliness of the information on maternal health care needs is feasible and could be applied in other researches.
