Comparison of public needs-based scientific decision-making in health emergency management between Liaoning and Jilin province: a literature study

  •   Objective  To analyze the status of public needs-based scientific decision-making in health emergency management in Liaoning and Jilin province and the disparity in the decision-making between the two provinces for improving health emergency management.
      Methods  By searching official websites and internet databases, we systemically and extensively retrieved 163 authoritative documents and reports on health emergency management published by government agencies and health institutions of Liaoning and Jilin province from 2000 through 2017. Descriptive analyses on scientific decision-making were performed using SPSS 22.0; Spearman correlation analysis and liner regression were adopted to assess the correlation between scientific rationality in target setting and the efficiency of health emergency management.
      Results  The measure of scientific rationality in target setting for health emergency management increased from 2.1% in 2000 to 55.7% in 2017 in Liaoning province and from 2.1% in 2000 to 39.3% in 2017 in Jilin province. There were positive correlations between scientific rationality in target setting and the efficiency of health emergency management in both Liaoning and Jilin province, with the correlation coefficients of 0.735 and 0.691 and the adjusted R2 of 0.511 and 0.445, respectively.
      Conclusion  The measure of scientific rationality in target setting for health emergency management increased greatly and the management efficiency was promoted in Liaoning and Jilin province.
