Implementation effects of National Basic Public Health Service Project: a review

摘要:
目的了解国家基本公共卫生服务项目的实施效果。
方法采用文献综述方法，检索并筛选关于国家基本公共卫生服务项目效果评价的相关文献，并按照结构–过程–结果评价框架对国家基本公共卫生服务项目的实施效果进行综合分析。
结果纳入符合标准的文献24篇，评价结果显示，国家基本公共卫生服务项目在结构、过程和结果上均取得了一定成效；服务体系、筹集保障、绩效考核水平不断提升；项目组织、经费落实不断完善；均等化水平和服务水平得到明显提高。
结论国家基本公共卫生服务项目已取得阶段性成效，下一阶段需重点加强人才培养、制定合理科学的评价体系、完善服务内容，促进国家基本公共卫生服务项目的可持续性发展。

Abstract:
Objective To examine implementation effects of National Basic Public Health Service Project (NBPHSP).
Methods We systematically searched Chinese National Knowledge Infrastructure (CNKI), Weipu Chinese Science and Technology Journal Database (VIP), Wanfang Database, Medline, and Embase for studies on the evaluation of NBPHSP published from January 2009 till December 2018. Structure-process-result framework was used to analyze effects of NBPHSP implementation.
Results Totally 24 literatures were included in the analysis. The implementation of NBPHSP achieved certain effects in structure, process and results, with continuously improved service system, fund raising, performance appraisal, project organization and enhanced equalization and quality of medical service.
Conclusion The implementation of NBPHSP has achieved periodic results but efforts still need to be taken for sustainable development of NBPHSP.
