我国疾病预防控制中心人员流出情况分析

Personnel outflow in provincial centers for disease control and prevention in China: 2014 – 2018

      目的  系统了解31个省(自治区、直辖市)、5个计划单列市和新疆生产建设兵团疾控中心近5年(2014 — 2018年)人员流失现况并进行分析,为我国疾控系统人才培养和国家卫生健康工作人才队伍建设提供数据支持。
      方法   通过专家咨询法设计调查问卷,以各省(自治区、直辖市)、计划单列市和新疆生产建设兵团疾控中心填写问卷数据为依据,对全国省级疾控中心人力资源现状统计分析。
      结果   各省级疾控中心正式在册人员中女性(54.1 %,6718人)稍多于男性(45.9 %,5690 人),年龄集中在30~49岁,学历学位以本科及以上学历为主(44.9 %,5565人),岗位以专业技术人员为主(87.6 %,10871人)。近5年各省级疾控中心专业技术人员流出情况看,从2015年开始有逐年增加的趋势,男性(53.6 %,465人)多于女性(46.4 %,403人),以30~40岁(46.5 %,404人)、本科以上学历(44.9 %,5565人)、中级及以下职称(70.9 %,577人)、服务年限在10年以下(51.7 %,449人)的骨干人员流出为主,东、中、西部人员流出存在差异性(P < 0.001)。
      结论   疾控中心人员流失不利于我国疾控事业的发展,疾控体系改革和疾控机构能力建设应重点关注人力资源建设,切实做好全国疾控系统人事人才工作,加强疾控人才队伍建设,进一步完善疾控机构人才的激励机制,为我国卫生健康工作事业的发展提供有力保障。

     

    Abstract:
      Objective  To examine the status of personnel outflow in centers for disease control and prevention (CDCs) at provincial level during 2014 – 2018 for providing evidences to personnel training in CDCs and the construction of national health workforce in China.
      Methods  We conducted a survey among 37 CDCs in 31 provinces (autonomous regions, municipalities directly under the central government), 5 cities with separate planning and Xinjiang Production and Construction Corps. The CDCs′ information relevant to human resources for the period from 2014 to 2018 were collected using a questionnaire compiled based on Delphi expert consultations. Provincial and regional status of human resources and personnel outflow were analyzed statistically.
      Results  Valid data were collected from all the CDCs surveyed. Of the 12 408 personnel officially registered in the CDCs, 54.1% were females and 45.9% were males; 61.55% were aged 30 – 49 years; 44.9% had academic degrees of bachelor and above; and 87.6% were professional and technical personnel. During the 5-year period, the total number of personnel outflowed from the CDCs was 868 and the number increased gradually from 2015. Among the outflowed personnel, 53.6% were females and 46.4% were males; 46.5% were 30 – 40 years old; 44.9% were with educational backgrounds of bachelor degree or above; 70.9% had intermediate or lower professional title; and 51.7% worked in the CDCs less than 10 years (449 people). There were significant regional differences in the ratio and structure of personnel outflow among the CDCs in eastern, central and western China (P < 0.001).
      Conclusion  The personal outflow from CDCs at provincial level is not conducive to the disease control and prevention in China and the situation needs to be concerned for the CDCs' capacity construction.
