摘要:
目的开发新型合作医疗评价指标体系, 作为政府部门、经办机构督导、监控和改善新型合作医疗工作高效、易行的工具。
方法以Donabedian的结构、过程、结果架构, 用层次分析法(AHP)和德尔菲法建立评价指标体系及指标权重, 用指数法进行评价和原因追溯。
结果建立了由1个综合目标指标、3个二级指标、12个三级指标、41个四级初始指标组成的4层次评价指标体系, 这些指标重点评价了新型合作医疗的运行状况, 并可由现状追溯原因。
结论所研制的新型合作医疗评价指标体系及其层次分析评价方法具有较高的信度和效度, 基本达到预期目的。

Abstract:
Objective To develop a comprehensive evaluation indes system of the new-type rural cooperative medical systems, which can be used as an effective and easily controlled tool for the government to supervise, monitor and improve the new-type nural cooperative medical systems.
Methods Based on the structure-process-outcome of Donabedian, using analytic hierarchy process method and Delphi method to set up the comprehensive evaluation indes system and its weight and using the index method to evaluate the new-type rural cooperative medical systems and trace to the reasons of evaluation results.
Results A four-grade evaluation index system was established, including one comprehensive target indexes, three second-grade indexes, twelve third-grade indexes and fortyone fourth-grade original indexes.These kinds of indexes evaluated the working conditions of the new-type cooperative medical systems and trace to the reasons for current conditions.
Conclusion The evaluation index system of the new-type rural cooperative medical systems and its evaluation method are comsidered to be highly reliable and valid, reaching the goals expected before basically.
