Abstract: Objective To make a primary evaluation on medical care capacity for public health emergencies in Heilongjiang province,and to find outthe weak partand bring forward some tactics to improve it.Methods Stratifying cluster sampling was adopted;questionnaire investigations were made on the individual and hospitals,and in-depth interview were made to the leaders and directors in 5 Tertiar y Class A hospitals and 5 lazarettos in cities,9 Secondary Class B hospitals in counties inrelevantsections;SPSS12.0 was used to make statistical analysis.Results Personnel in these hospitals mainly graduated from technical schools or colleges;the main deficiencies existed in medical care system:medical workers didn.tpay enoug hattention to the public health emergencies;whatthey knewabouthowto deal with the public emergency was notadequate;financing recourse was insuffcientand fund utilization was notrational;in addition,lazarettos incities were facing up with many pressures as a resultof the system transformation.Conclusion The medical care systems in Heilongjing province was setup and primary achievementhad come into being,butsome deficiencies still existed to be perfected.
