农民参与新型农村合作医疗监督方式调查

Supervision Mode for Farmers’ Participation of New Rural Co-operative Medical System

  • 摘要: 目的 探讨农民参与新型农村合作医疗(新农合)监督管理的有效实现方式。方法 选取全国263个试点县(市)经办机构人员进行信函调查;选取安徽省绩溪县、南陵县和宁国市新农合利益相关人员923人,采用自行编制的调查表进行定量与定性相结合的现场调查。结果 信函调查76个县市中,县新农合管委会设有农民代表者54个县,占71.05%;监委会中设有农民代表者67个县,占88.16%;已聘请农民监督员仅有30个县,占39.47%;乡村3级相关人员923人中,建议农民监督员参与新农合监管的主要环节分别为补偿方案设计,报销流程,定点医疗机构收费,基金使用,定点医疗机构服务,经办机构服务,建议者比例分别为80.86%,71.03%,59.68%,43.89%,30.27%,4.86%。结论 各地新农合管委会和监委会吸收农民代表、聘请农民监督员的比例较低,农民参与新农合监管尚缺乏载体,农民监督员参与新农合监管可通过多种方式。

     

    Abstract: Objective To probe into effective supervision mode for farmers' participation of New Rural Co-operative Medical System(NRCMS).Methods Postlette rinquiry on NRCMS among working staff in 263 pilot counties was carried out.Quantitative and qualitative field investigations among the NRCMS bene ficiaries from Jixi,Nanling county and Ningguo city in Anhui province were conducted.Results Among 76 counties with qualified re sponse,there were 54 (71.05%)without farmer representative in the regulatory commission of NRCMS and 67(88.6%)without farmer repre sentative in the supervision commission of NRCMS.Among 923 staff of NRCMS at town or village level,there were 80.86%,71.03%,59.68%,43.89%,30.27%,and 4.86% of partic ipants suggesting that farmer supervisor should be in volved in compensation planning,remibursement procedure,charge of medical institution,fund usage,service of medical in stitution and NRCMS agency respectively.Conclusion The proportions of farmer repre sentative and superviso rinvolved in regulatory and supervision commission for NRCMS are low,suggesting that farmers have no ways to take part in the supervision of NRCMS.Farmer supervisor could take several pathways to engage in the management of NRCMS.
