Abstract: Objective To establish a comprehensive evaluation index system for the impact assessment of public health emergency.Methods With literature review and expert consulting,we establish a preliminary evaluation index system using Delphi method,expert qualitative interview,and focus group discussion.We selected indicators comprehensively based on the results of Delphi questionnaire survey and we adopted improved Saaty's method to determine the index weight.Results The response rate of the Delphi survey was 100%.The mean of authorities was 0.73 and the harmonious coefficients had statistical significance(P<0.05).The weight coefficients of the indicators at first level was 0.4575,0.2452,and 0.2973,respectively.Conclusion With Delphi method and expert qualitative interview,the structure of the comprehensive evaluation index system for the impact assessment of public health emergencies was established and the contents were integrated.This evaluation index system is of scientific rationality and important practical value.
