中国传染病监测系统综合评价指标体系构建

Establishment of an index system for comprehensive evaluation on communicable disease surveillance system in China

  • 摘要: 目的研究建立适用于中国传染病监测系统评价工作的综合指标体系,为我国传染病监测系统评价工作提供参考依据。方法采用改良Delphi专家咨询法,对初拟指标体系进行2轮专家咨询,遴选专家40人,经过对咨询结果的统计分析和指标筛选,确定各项评价指标。结果第1轮专家咨询结果一、二、三级指标的权威系数分别为0.83、0.84、0.82,全部指标的协调系数为0.24;第2轮专家咨询结果一、二、三级指标的权威系数分别为0.84、0.84、0.83,全部指标的协调系数为0.36;最终建立由4项一级指标、26项二级指标、95项三级指标组成的综合评价指标体系。结论建立该指标体系研究方法适当,研究结果可靠,对今后开展传染病监测系统评价工作具有参考意义。

     

    Abstract: ObjectiveTo establish a comprehensive evaluation index system for communicable disease surveillance system in China.MethodsDelphi method was adopted and 40 experts were recruited.After two rounds of specialist consultation,a series of indexes were formulated.ResultsThe authority coefficients at the first round consultation were 0.83,0.84 and 0.82 for the primary,secondary and tertiary indexes;and the coordination coefficient for all the items was 0.24.The authority coefficients at the second round consultation were 0.84,0.84 and 0.83 for the primary,secondary and tertiary indexes;and the coordination coefficient for all the items was 0.36.According to the 2 rounds feedbacks,a comprehensive index system was established with 4 items of primary indexes,26 items of secondary indexes,and 95 items of tertiary indexes.ConclusionThe index system established in the study may be useful in the evaluation of communicable disease surveillance system in China.
