Changes in incentive mechanism for township hospital health workers in three provinces after new health system reform

  • 摘要: 目的 对比新医改初期和深入阶段, 山东、安徽和陕西三省乡镇卫生院卫生技术人员激励机制变化情况。方法 分别于2011年和2013年对山东、安徽和陕西三省18家乡镇卫生院卫生技术人员进行收入水平和福利享有率、满意度和工作感受等与激励机制相关内容调查, 并对结果进行描述性统计分析。结果 与2011年相比, 2013年乡镇卫生院卫生技术人员实际月收入均值增长38.6%, 工伤保险、失业保险和生育保险享有率分别提高22.2%、12.1%和22.9%。收入和福利2项经济激励因素满意度得分分别增加0.16和0.23分, 但在所有激励因素中得分仍然最低;非经济激励因素满意度得分无明显变化, 多数处于一般水平。工作意义感得分降低了0.22分。结论 应在进一步完善经济激励的同时着重加强非经济激励。

     

    Abstract: Objective To compare the changes in incentive mechanism for township hospital health workers in three provinces at the beginning stage(2011)and deepening stage(2013)of new health system reform.Methods We conducted questionnaire surveys on income, welfare, satisfaction, and work experience among health workers in 18 township hospitals in Shandong, Anhui and Shanxi province in 2011 and 2013.Results Compared to those in 2011, the average actual monthly income increased by 38.6%and the coverage ratio of work-related injury, unemployment, and maternity insurance increased by 22.2%, 12.1%, and 2.9%in 2013, respectively, among the health workers.Although increased by 0.16 and 0.23, the workers' scores for satisfaction to income and welfare were still the lowest in all motivation factors.The satisfaction of the workers to non-financial motivation factors showed no obvious change but the score for sense of work meaning decreased by 0.22.Conclusion With the continual improvement in economic incentive, more emphasis should be put on non-economic incentive among township hospital health workers.
