摘要: 现阶段关于全民医保的定义及内涵存在争议。本文着重介绍国内外专家关于全民医保的概念及内涵，并从中总结出现阶段国内外全民医保关注的重点，同时概括总结了国内外关于全民医保的评价指标研究，旨在为我国全民医保的政策制定及发展提供全新的视角与思路。

Abstract: There are dispute and ambiguousness about the definition and core connotation of universal health care at present.To provide new perspectives and ideas for the development of universal health care in China,this paper introduced the concept and connotation of universal health care described by the experts at home and abroad comprehensively,and illustrated the key points of universal health care;at the same time,the paper summarized the indexes for the evaluation of universal health insurance.
