Role and application prospect of third party evaluation in establishment of national health city

  • The third party evaluation was rarely used in the patriotic health campaign before it was used firstly in the establishment of national health city (EONHC) in Wuhan municipality during 2014 and much successful experiences were accumulated in the process of third party evaluation. During the process of the EONHC in Wuhan municipality, the third parties adopted targeted procedures (including simulated unannounced sampling field survey, detailed inspection, and fixed regional supervision) to assess the outcome of EONHC and the assessments promoted the EONHC at various stages. Serving as an efficient precheck, the simulated unannounced field survey could reveal the gaps in overall health level between current condition and the requirement of national standard; the detailed inspection could find relevant defects systemically in field survey; and fixed regional supervision could drive the supervisors and local officials working together to solve major obstacles in EONHC. In conclusion, the third party evaluation could be applied much more extensively in the EONHC.
