Development of an index system for quality evaluation on data of type 2 diabetes management program covered by Essential Public Health Services in China

  •   Objective  To construct a quality index system for evaluating the data on type 2 diabetes mellitus (T2DM) management program covered by Essential Public Health Services (EPHS) for promoting T2DM management in China.
      Methods  A targeted data quality evaluation indicator system was constructed based on literature study for international and domestic researches of dimension and indexes in the evaluation on electronic health records and the data characteristics/practical needs in management of T2DM patients. The data on the health management project for T2DM patients in one district of Xiangtan city, Hunan province and one district of Chengdu city, Sichuan province from 2012 through 2017 were used to evaluate application feasibility of the index system developed.
      Results  The constructed data quality evaluation index system contains 7 indicators on three dimensions of data quality: rationality, completeness and consistency. The results of empirical application showed that the constructed indicator system is of reasonable application feasibility. According to the evaluation with the constructed index system, the quality of data for the two regions is generally good and has been improved significantly in recent years, but inconsistent data format, duplicate entry and low data matching rate still exist for the data.
      Conclusion  The constructed index system for evaluating the quality of data on health management of T2DM covered by EPHS is of good suitability and operability in empirical application. The data quality evaluation ought to be integrated into routine work to improve the standardization of patient management.
