A brief analysis of France′s strategic planning, laws, and regulations regarding biosafety

The layout of strategic planning, laws, and regulations regarding biosafety has emerged as a crucial direction for security governance in the world. As one of the major members in the European Union (EU), France has been enhancing its management and strategic planning in the field of biosafety, driven by its health security interests and pursuit of leadership in global health governance. This paper analyzed France′s strategic planning, laws, and regulations and EU legislation regarding biosafety, involving infectious diseases, human genetic resources, biodiversity, and bioterrorism, and summarized the experience and implications. In terms of strategic planning, France values systematic layout, phased updates, international expansion and leadership, biotechnology development, and foresight and prevention. While responding to relevant EU legislation, France develops laws and regulations covering the health of humans, animals, plants, and the environment across multiple departments, showing flexibility and responsiveness. France′s experience offer insights and reference for China′s work in this field.
