Abstract
ObjectiveTo explore a method to estimate standard manning quotas reasonably for centers for disease control and prevention(CDCs) at county level in Zhejiang province and to provide a reference for human resource allocation in the province.MethodsThe data on manning quotas and the number of staff in all CDCs at county level in Zhejiang province were collected with a questionnaire survey and analyzed with descriptive statistics,correlation analysis,and consistency test.ResultsThe overall manning quota for 88 county CDCs in the province was 3 641 and the number of on-the-job staff was 4 353,of which,1 177 were the staff out of the manning quota.The least size of personnel force for a county CDC is 50 calculated according to the post to complement.There was a close correlation between manning quota and permanent population(rs=0.78,P<0.05),and permanent population was taken as main index for the calculation of manning quota size.Meanwhile,according to the actual condition,the manning quota size was adjusted by population density and total area of a region.The calculated overall manning quota was 7 024 which agreed well with present situation(Kendall'W=0.88,P<0.05).ConclusionThe calculated manning quota of the study is reasonable,which generally reflects the present situation of county CDCs and meets with requirements of relevant documents.
