Delivery and capability development of maternal and women health service of maternal and child health institutions at county level,2011-2014: a nation wide survey in China

Objective To examine changes in human resources,equipments,and maternal and women health service delivery of maternal and child health (MCH) institutions at county level in China during 2011 and 2014,and to provide evidences for the construction of the MCH institutions.Methods Real time data for MCH institutions at county level were collected through the National Network Reporting System for Management Information of Maternal and Child Health Institutions and all the reported data during 2011 and 2014 were analyzed.Results The items of maternal and women health service provided by the MCH institutions increased during 2014;of all the institutions,more than 80% could provide 5 of 11 routine items for maternal health care and 2 of 9 items for women health surveillance required by national regulations.During the period,the average proportion of health technical personnel in the MCH institution was more than 80%;among the health technical personnel,the ratio of staff with the education of undergraduate or above increased from 20.48% to 26.79% and that of with sub-senior or higher professional title increased from 4.96% to 6.20%.The yearly increased proportions were also observed for the MCH institutions with medical equipments cost 10,100,and 500 thousands and one million RMB yuan or more during the period.Conclusion The capability of MCH institutions for providing maternal and women health service increased during 2011 and 2014,but the ratios of health technical personnel with high education and professional title and medical equipments still need to be improved.
