Staff stability in health inspection and family planning agencies in China, 2012 – 2014

      目的  了解全国卫生计生监督机构人员稳定情况及流动特征。
      方法  利用国家卫生计生监督信息报告系统,抽提2012 — 2014年卫生计生监督机构人员的人口学资料、所属机构等信息,采用分组描述分析不同人口学特征及不同类别卫生计生监督机构人员流动情况,并探讨相关的人员流动原因。
      结果  2012 — 2014年全国卫生计生监督机构人员年均流出率(4.43 %)高于年均流入率(2.59 %)。从年龄结构看,35~45岁的中青年员工年均流出率(3.60 %)高于年均流入率(1.69 %)。从教育程度看,本科及以上的人员年均流入率较高(3.79 %),中专、中技及技校学历年均流出率较高(6.05 %)。人员所属机构级别方面,县级机构人员年均流入率(2.63 %)略低于省级机构(2.73 %),但其年均流出率(4.68 %)高于省级(3.73 %)和市级机构(3.57 %)。
      结论  近年来全国卫生计生监督机构人员总体流出大于流入,其中35~45岁的中青年群体以及县级卫生监督机构人员稳定性较差,流入人员教育水平均较高。

     

    Abstract:
      Objective  To describe the status of staff turnover among health inspection and family planning agencies in China.
      Methods  Data on the characteristics of employees and agencies from 2012 through 2014 were extracted through the National Health Inspection Information System. The status of employee turnover was presented by subgroups, while the reasons for the employee’s turnover were presented by numbers and proportions.
      Results  The average annual rate of staff outflow was 4.43% and higher than that (2.59%) of staff inflow for health inspection and family planning agencies at various administration levels across China during the 3-year period. For the staff aged 35 – 45 years, the average annual outflow rate was higher than the average annual inflow rate (3.60% vs. 1.69%). We observed a higher average annual inflow rate (3.79%) among the staff with the education of college and above and a higher average annual outflow rate (6.05%) among the staff with the education of secondary technical school or vocational school. The staff in the agencies at county level showed a slightly lower average annual inflow rate than those in the agencies at province level (2.63% vs. 2.73%); however, the staff in the agencies at county level had a higher average annual outflow rate than the staff in agencies at province level and at municipality level (4.68% vs. 3.73% and 3.57%).
      Conclusion  Between 2012 and 2014, the staff outflow was generally higher than the staff inflow, although the education background for the recruited staff was relatively higher, for health inspection and family planning agencies at different administration levels across China.
