Status quo and capacity constructuion of community public health service in Xiamen municipality

  • 摘要: 目的 了解厦门市社区卫生服务中心的公共卫生服务现状,为厦门市公共卫生服务人才的合理配置和公共卫生服务人力资源的发展策略提供依据。方法 采用定性和定量方法,收集厦门市社区卫生服务机构与工作状况数据,对卫生局领导和社区卫生服务中心工作人员开展访谈,在社区卫生服务中心出口处对接受服务者进行拦截调查。结果 社区卫生服务中心基本建设呈上升趋势,综合指数从2006年0.15到2012年4.57,居民对公共卫生服务满意度下降,2011、2012年居民对公共卫生服务满意度分别为89.53%、86.89%(P<0.05),对于医疗专家提供的公共卫生服务更满意。结论 通过培养兼具医疗和预防能力的复合型人才、充分发挥离退休医疗专家作用、完善培训体系等措施,逐渐建设起公共卫生专业人才队伍。

     

    Abstract: Objective To examine the status quo of public health service and capacity construction of community health service centers in Xiamen municipality and to provide evidences for efficient allocation of public health resource and the development of public health human resource.Methods Qualitative and quantitative method were adopted to analyze administrative data on community public health service in Xiamen municipality between 2006 and 2012.The information were collected with interviews among officials of health bureaus and medical staff of community health service centers and conveniently selected attendees who sought medical service at the centers.Results The number and service capacity of community health service centers and the number of medical prefessionals of the centers showed an increasing trend during the period,with the comprehensive indexes of 0.15 in 2006 and 4.57 in 2012;but the satisfaction of the medical attendees to the service provided by the centers declined,with the average annual satisfaction rate of 89.53% and 86.89% in 2011 and 2012 (P<0.05);whereas,the attendees were more satisfied to the medical service provided by experts at the centers.Conclusion The development of human resource for community health service certers needs to be improved in Xiamen municipality.
