Supervision Mode for Farmers’ Participation of New Rural Co-operative Medical System

Objective To probe into effective supervision mode for farmers' participation of New Rural Co-operative Medical System(NRCMS).Methods Postlette rinquiry on NRCMS among working staff in 263 pilot counties was carried out.Quantitative and qualitative field investigations among the NRCMS bene ficiaries from Jixi,Nanling county and Ningguo city in Anhui province were conducted.Results Among 76 counties with qualified re sponse,there were 54 (71.05%)without farmer representative in the regulatory commission of NRCMS and 67(88.6%)without farmer repre sentative in the supervision commission of NRCMS.Among 923 staff of NRCMS at town or village level,there were 80.86%,71.03%,59.68%,43.89%,30.27%,and 4.86% of partic ipants suggesting that farmer supervisor should be in volved in compensation planning,remibursement procedure,charge of medical institution,fund usage,service of medical in stitution and NRCMS agency respectively.Conclusion The proportions of farmer repre sentative and superviso rinvolved in regulatory and supervision commission for NRCMS are low,suggesting that farmers have no ways to take part in the supervision of NRCMS.Farmer supervisor could take several pathways to engage in the management of NRCMS.
