Influence factors of capability for emergency plan compilation among emergency responders

Objective To investigate influence factors of capability for emergency plan compilation among grass-roots emengency responders in centers for disease control and prevention(CDCs) in Heilongjiang province and to provide evidence for improving the responders' capability for emergency plan compilation.Methods A questionnaire survey was carried out among 1 033 health emergency responders from health administrative departments and CDCs at various levels in Heilongjing province.Descriptive analysis, χ² test,and logistic regression were adopted in data analyses.Results For 188 emergency plans compiled by emengency responders in 10 CDCs at municipal or district level,43.1% were compiled initiatively,47.9% were compiled by a group with members of different departments,36.2% were involved with risk analysis and 58% were involved with response ability assessment during complilation process.The capalility for emergency plan complitation was influenced mainly by education level(odds ratio=1.55),age(OR=1.053),the status of mastering key techniques for emergency response(OR=4.704),training efficacy(OR=1.542),and emergency response capacity of the department of organization based on the results of multivariate logistic regression.Conclusion The capability for emergency plan compilation is low among emergency responders from CDCs at grassroots level and the capability could be increased by enhancing response capacity of the CDCs,implementing more training programs,and improving the level of mastering key response techniques.
