浙江省公共卫生安全评价指标体系构建

Construction of a public health security evaluation index system for Zhejiang province: a Delphi study

    目的 构建科学合理的公共卫生安全评价指标体系,为政府推进公共卫生安全体系建设提供参考依据。
    方法 根据我国和浙江省出台的关于推进公共卫生安全的决策部署与相关政策,采用文献研究法、头脑风暴法初步形成公共卫生安全评价指标体系框架,采用Delphi法构建公共卫生安全评价指标体系,最后运用层次分析法与百分权重法计算指标权重系数。
    结果 共21名专家参与2轮咨询,2轮专家咨询的积极系数分别为96.9%和100%;2轮一级指标的专家权威系数分别为0.76和0.81;专家意见的协调系数分为重要性和可操作性2方面,第1轮协调系数分别为0.180和0.194,第2轮分别为0.334和0.316(均P<0.05),专家意见的协调性较好。经过2轮专家咨询后建立了公共卫生安全评价指标体系,该指标体系包括政策保障、资源支撑、健康环境、监测预警、应急处置、脆弱人群在内的6个一级指标和66个二级指标,一级指标的权重为0.101 2~0.275 7,二级指标的权重为0.008 2~0.026 7。
    结论 本研究构建的公共卫生安全评价指标体系具有客观性、科学性、可操作性,为政府评估公共卫生安全的水平并分析其薄弱环节提供参考依据,也为全国推进公共卫生安全体系建设提供参考。

     

    Abstract:
    Objective To establish an index system to evaluate the public health security of the province and provide a reference for the government to promote the construction of a public health security system.
    Methods Based on the decision-making arrangements and relevant policies issued by the national and provincial governments to promote public health security, a preliminary framework for the evaluation index system of public health security was established through literature review and brainstorming methods. The Delphi method was used to construct the evaluation index system of public health security, and finally, the analytical hierarchy process and percentile weight method were used to calculate the weight coefficients of the indicators.
    Results A total of 21 experts participated in two rounds of consultation, and the positive coefficients of the two rounds of expert consultation were 96.9% and 100%. The expert authority coefficients of the two rounds of first-level indicators were 0.76 and 0.81. The coordination coefficients of expert opinions were divided into two aspects: importance and applicability. The coordination coefficients of the first round were 0.180 and 0.194, and those of the second round were 0.334 and 0.316, respectively (all P<0.05), indicating good coordination of expert opinions. After two rounds of expert consultation, a public health security evaluation index system was established. This index system includes six first-level indicators, including policy guarantee, resource support, healthy environment, surveillance and early warning, emergency response, and vulnerable population, and 66 second-level indicators. The weights of the first-level indicators ranged from 0.101 2 to 0.275 7, and the weights of the second-level indicators ranged from 0.008 2 to 0.026 7.
    Conclusions The established public health security evaluation index system can serve as a reference for the government to evaluate the level of public health security and analyze its weak points, and promote the construction of the public health security system nationwide.
