国内外涉及饮用水卫生安全产品管理体系比较及SWOT分析

Comparative SWOT analysis of domestic and foreign management systems for products in contact with drinking water

    目的  为进一步提升我国涉水产品管理体系的规范性、有效性和科学性提供参考依据,并提出相关对策建议。
    方法  运用横向对比分析法从管理依据和管理流程两个维度对比国内外涉水产品管理体系,并根据对比结果,运用SWOT分析法分析我国管理现状中的优势、劣势、机遇和威胁。
    结果  国际上,美国、欧盟以及日本在涉水产品管理方面起步较早,多采用由第三方检测机构进行产品安全性评价及认证的模式,上市后则由市场机制监管;第三方认证机构普遍发展成熟,检测标准完备,检验结果可信度较高。我国在管理体系建设方面起步较晚,但发展迅速,短时间内建立起了由卫生健康行政部门负责,对涉水产品事前、事中、事后进行全链条管理的体系,同时积极出台相关法规标准,最大程度保障人民健康。
    结论  美国、欧盟及日本的管理体现市场主导模式,政府侧重事后监管。我国是由行政部门主导标准制定与执行,侧重事前准入,但也在内容更新等方面存在欠缺。在经济高速发展的新形势下,我国涉水产品的管理应以新思维适应新的发展需要,进一步保障饮用水安全。

     

    Abstract:
    Objective To improve the normality, effectiveness, and rationality of China′s management system for products in contact with drinking water and proposed corresponding measures and suggestions.
    Methods The horizontal comparison analysis was conducted to compare the domestic and foreign management systems for products in contact with drinking water from two dimensions of management basis and management process. Then, according to the comparison results, SWOT analysis was performed to elucidate the strengths, weaknesses, opportunities, and threats in China′s management system.
    Results The United States, the European Union, and Japan started early in the management of such products, and they mostly appointed the third-party testing organizations for product safety evaluation and certification and adopted the market for supervision after product marketing. Third-party certification organizations in these countries and regions are generally mature, have sound testing standards, and produce reliable test results. China started late in building the management system but developed rapidly in this field, establishing a management system within a short period of time. In China, the health administrative department is responsible for the management of products in contact with drinking water throughout the whole chain. Meanwhile, China actively introduces relevant regulations and standards to maximize the protection of people′s health.
    Conclusions The United States, the European Union, and Japan mainly rely on the market to manage products in contact with drinking water, with the government responsible for post-mortem supervision. China′s management system of products in contact with drinking water is characterized by government-guided standard formulation and implementation and emphasizes access mechanism but is weak in content updating. In the context of rapid development, new ideas should be incorporated into the management of products in contact with drinking water, thereby safeguarding the safety of drinking water.
