Abstract:
Objective To systematically evaluate the current status, strengths, and weaknesses of the high-quality development of China’s public health system, and to propose targeted suggestions for improving the system, providing a basis for promoting the high-quality development of health undertakings.
Methods Policy documents, information reports, and research literature related to public health were collected and analyzed from 34 provincial-level administrative regions. Based on appropriate public health system evaluation criteria, the current status and development trends of high-quality public health systems in various regions were assessed. Strengths and weaknesses of the system were identified through standardized gap analysis.
Results In 2023, the average score of China′s public health system was 657.26, reaching a moderately suitable level overall. From 2018 to 2023, the average score of the public health system increased by 11.49%, with progress made in areas such as health-priority environments, health literacy levels, organizational systems, monitoring capabilities, and joint prevention and control mechanisms. However, problems still exist, such as unbalanced regional development, a weak atmosphere of prevention-oriented approaches, inadequate staffing, unstable investment mechanisms, and weak scientific research innovation and translational application capabilities.
Conclusions China′s public health system is improving year by year, but there are still many problems that need to be addressed urgently. In the future, clarifying the public health responsibilities and division of tasks among various departments should be the breakthrough point. It is recommended to establish a public health joint prevention and control working committee (or mechanism) at all levels of Party committees or governments to define the public health responsibilities and division of tasks of various departments, mobilize all parties to work together for improvement, and effectively promote the continuous development and improvement of China′s public health system.
