突发水污染事件公共卫生风险评估指标体系构建

Construction of a public health risk assessment index system for emergency water pollution incidents

    目的 构建突发水污染事件公共卫生风险评估指标体系,为开展突发事件的公共卫生风险评估提供参考工具。
    方法 通过文献研究和小组讨论建立指标清单,采用两轮德尔菲专家咨询法评价和筛选指标,利用综合集成赋权法计算指标权重。
    结果 两轮咨询的专家积极系数分别为83.33%和100.00%,权威系数分别为(0.79±0.11)和(0.82±0.08),总体Kendall′s W分别为0.250和0.460(均P<0.001)。最终确立4个一级指标、17个二级指标和66个三级指标。指标权重居前3位的三级指标依次是应急资源调配速率(0.049 9)、辖区水质监管部门定期开展生活饮用水水质监测且监测项目覆盖GB 5749—2022所列的常规指标(0.044 4)和应急人员专业技术水平(0.039 1)。
    结论 构建的突发水污染事件公共卫生风险指标体系为水污染事件的卫生应急处置提供参考依据。

     

    Abstract:
    Objective To construct a public health risk assessment index system for sudden water pollution incidents to provide a reference tool for conducting public health risk assessments of such incidents.
    Methods An initial index list was established through literature review and group discussions. A two-round Delphi expert consultation method was employed to evaluate and screen the indicators, and a comprehensive integration empowerment method was used to calculate indicator weights.
    Results The expert positive coefficients for the two rounds of consultation were 83.33% and 100.00%, respectively, and the authority coefficients were (0.79 ± 0.11) and (0.82 ± 0.08), respectively. The overall Kendall′s W values were 0.250 and 0.460 (both P < 0.001). Finally, 4 first-level indicators, 17 second-level indicators, and 66 third-level indicators were established. The top three third-level indicators by weight were the speed of emergency resource allocation (0.049 9), regular monitoring of drinking water quality by the jurisdictional water quality supervision department with monitoring items covering the conventional indicators listed in GB 5749 - 2022 (0.044 4), and the professional and technical level of emergency personnel (0.039 1).
    Conclusions The constructed public health risk assessment index system for sudden water pollution incidents provides a reference for the health emergency response to water pollution incidents.
