中国从事全球健康卫生专业人员胜任力评价指标体系构建

Competency evaluation index system for Chinese global health professionals.

    目的 构建适用于中国从事全球健康卫生专业人员胜任力评价指标体系,为赴国际组织、区域性组织开展全球健康相关海外任职卫生专业人员的选拔和考核提供测量工具。
    方法 通过文献研究法初步确定中国从事全球健康卫生专业人员胜任力评价指标体系,遴选26名在全球健康领域具有丰富经验的专家进行3轮德尔菲专家咨询,应用层次分析法计算各级指标的权重。
    结果 3轮专家咨询的专家积极系数分别为100%、92.3%和92.3%,专家权威系数分别为0.89、0.91和0.91,专家意见的Kendall′s W协调系数分别为0.151、0.159和0.150(均P<0.001),专家意见的协调性较好;经专家咨询后构建的中国从事全球健康卫生专业人员胜任力指标体系共包括基本职业素质、核心胜任力和管理能力3个领域18个一级指标和58个二级指标,专家在3轮咨询中对各指标重要性评分的均值分别为(4.54±0.42)分、(4.53±0.40)分和(4.53±0.40)分,变异系数分别为3.95%~18.33%、5.74%~16.25%和5.74%~16.25%;在构建的评价指标体系中,一级指标权重为0.021 2~0.139 4,二级指标权重为0.077 8~0.750 0,综合权重为0.003 1~0.058 3。
    结论 本研究构建的中国从事全球健康卫生专业人员胜任力评价指标体系具有良好的科学性和可靠性,可为中国卫生专业全球健康领域人才队伍建设提供理论支撑和实用工具。

     

    Abstract:
    Objective To construct a competency evaluation index system for Chinese public health professionals engaged in global health, providing a measurement tool for the selection and assessment of health professionals for overseas positions in international and regional organizations related to global health.
    Methods A preliminary competency evaluation index system for Chinese public health professionals engaged in global health was established through literature review. Twenty-six experts with extensive experience in global health were selected for three rounds of Delphi expert consultation. The analytic hierarchy process was used to calculate the weights of indicators at each level.
    Results The expert positive coefficient for the three rounds of expert consultation were 100%, 92.3%, and 92.3%, respectively. The expert authority coefficient were 0.89, 0.91, and 0.91, respectively. Kendall′s W coefficient of concordance for expert opinions were 0.151, 0.159, and 0.150 (all P<0.001), respectively, indicating good agreement among experts. The competency index system for Chinese public health professionals engaged in global health, constructed after expert consultation, includes 18 first-level indicators and 58 second-level indicators across three domains: basic professional qualities, core competencies, and management abilities. The mean scores of expert ratings on the importance of each indicator in the three rounds of consultation were (4.54±0.42), (4.53±0.40), and (4.53±0.40), respectively. The coefficients of variation were 3.95%–18.33%, 5.74%–16.25%, and 5.74%–16.25%, respectively. In the constructed evaluation index system, the weights of the first-level indicators ranged from 0.021 2 to 0.139 4, the weights of the second-level indicators ranged from 0.077 8 to 0.750 0, and the comprehensive weights ranged from 0.003 1 to 0.058 3.
    Conclusions The competency evaluation index system for Chinese public health professionals engaged in global health constructed in this study has good scientific validity and reliability, and can provide theoretical support and practical tools for the development of a global health talent pool among Chinese health professionals.
