Abstract:
Objective To compare changes in the completeness of maternal health care organization system in Beijing and Shanghai after the implementation of health strategy.
Methods Totally 649 documents and materials on maternal health care issued by administrative agencies of Beijing and Shanghai municipality were retrieved systematically and extensively in 2017. Then we extracted relevant information and analyzed the information quantitatively to assess variations in the completeness of maternal health care organization system in the two municipalities after the implementation of health strategy.
Results No obvious change was observed in the index for the completeness of maternal health care organization system in Beijing after the implementation of health strategy; while, the completeness index increased by 1.6% for the organization system in Shanghai, with an increase of 8.3% for the coordination authority of the system and without obvious increases for the soundncss and well-defined responsibilities of the system.
Conclusion The initiation of health strategy brings a good opportunity for the completeness of maternal health care organization system; but after the promulgation of the health strategy, only the coordination among health institutions was improved for the organizational system in Shanghai and the support of the health strategy to the construction of maternal health care organization system needs to be fully utilized in both Beijing and Shanghai municipality.
