浙江省统筹区域传染病应急指挥作业平台建设

Construction of an coordinated regional infectious disease emergency command and operation platform in Zhejiang province

  • 摘要: 为落实国家疾控局省统筹区域传染病应急指挥作业平台建设任务,提升传染病疫情应急处置效率与应急指挥能力。本文根据国家方案建设需求,结合浙江省应急管理信息化建设现状与短板分析,提出省统筹区域应急指挥作业平台设计思路及实现路径。以应急指挥作业流程为主线设计系统总体构架,引入人工智能语言大模型、WebGIS、多媒体融合通信、态势感知模型等技术,构建数字化、智能化的应急指挥作业平台。平台涵盖应急值守管理、智能流调、跨地区协查、可视化展示、辅助决策、应急指挥调度综合管理、卫生应急资源保障综合管理 7个关键子系统,初步实现应急处置全流程的统一指挥、高效协同、科学决策、信息闭环。本研究有助于推动传染病应急指挥管理的数字化、智能化发展,为各地省统筹平台建设提供有益参考范例。

     

    Abstract: To implement the national Center for Disease Control and Prevention’s mandate for the development of provincially coordinated regional infectious disease emergency command and operation platforms and to enhance the efficiency and command capabilities of infectious disease emergency response. Based on the requirements of the national plan, combined with an analysis of the current status and shortcomings of emergency management informatization in Zhejiang province, this article proposes a design framework and implementation path for a provincially coordinated regional emergency command and operation platform. The overall system architecture is designed around the emergency command operation process, incorporating technologies such as artificial intelligence language models, WebGIS, multimedia converged communication, and situational awareness models to construct a digital and intelligent emergency command and operation platform. The platform encompasses seven key subsystems: emergency duty management, intelligent epidemiological investigation, cross-regional collaborative investigation, visualized display, auxiliary decision-making, comprehensive management of emergency command and dispatch, and comprehensive management of health emergency resource support. It preliminarily achieves unified command, efficient collaboration, scientific decision-making, and closed-loop information management throughout the entire emergency response process. This research contributes to promoting the digital and intelligent development of infectious disease emergency command and management, providing a valuable reference model for the construction of provincially coordinated platforms in various regions.
